No, that would be a disaster.\u00a0 But our system where too often the catch limits simply follow the decline of fish stocks, rather than controlling it, is just not adequate.\u00a0 Further, our system gives no incentive for fishers to find less damaging ways of fishing.<\/p>\n

From an economic point of view, the problem remains for long lived, low productivity species that the rate of growth of the biomass and its value continues to be less than the interest rate or available return from mining the resource and investing the proceeds in other industries.\u00a0 This is a discount rate v net rate of increase in the capital value of the resource problem.<\/p>\n

A problem with the NZ system is that the industry now has so much clout, so many unrecovered resource rents, that they bully officials, use money and other techniques to pressure politicians ( and possibly others) and so the setting of catch limits is influenced heavily their way.<\/p>\n
